Narrative:

On ILS approach to runway 10 at mtpp 15 DME. Level 4000 ft 250 KTS cleared for approach and centered on localizer course inbound. Encountered traffic opposite direction 4000 ft outbound on ILS course centerline. First sighting 3/4 mi and closing rapidly. Initiated right turn 50 degree bank within 3 seconds of first sighting. Passed within 400 ft horizontally and 0 ft vertically. Cessna initiated no evasive maneuvers. No injuries to passenger or flight attendant crew. TCAS did not pick up intruding aircraft until 1 mi and did not give escape command until after conflict was resolved. I suspect cessna turned transponder on at 1 mi proximity. Mtpp approach had advised of this traffic; to be safely south of ILS centerline. This aircraft did not show on the TCAS prior to 1 mi. Visibility at 4000 ft approximately 2 1/2 mi in haze.

Narrative: ON ILS APCH TO RWY 10 AT MTPP 15 DME. LEVEL 4000 FT 250 KTS CLRED FOR APCH AND CTRED ON LOC COURSE INBOUND. ENCOUNTERED TFC OPPOSITE DIRECTION 4000 FT OUTBOUND ON ILS COURSE CTRLINE. FIRST SIGHTING 3/4 MI AND CLOSING RAPIDLY. INITIATED R TURN 50 DEG BANK WITHIN 3 SECONDS OF FIRST SIGHTING. PASSED WITHIN 400 FT HORIZONTALLY AND 0 FT VERTICALLY. CESSNA INITIATED NO EVASIVE MANEUVERS. NO INJURIES TO PAX OR FLT ATTENDANT CREW. TCAS DID NOT PICK UP INTRUDING ACFT UNTIL 1 MI AND DID NOT GIVE ESCAPE COMMAND UNTIL AFTER CONFLICT WAS RESOLVED. I SUSPECT CESSNA TURNED XPONDER ON AT 1 MI PROX. MTPP APCH HAD ADVISED OF THIS TFC; TO BE SAFELY S OF ILS CTRLINE. THIS ACFT DID NOT SHOW ON THE TCAS PRIOR TO 1 MI. VISIBILITY AT 4000 FT APPROX 2 1/2 MI IN HAZE.
