Narrative:

MD80 coordinated to use taxiway Z after a citation departed runway 28R. When citation was airborne and I was going to issue instructions to MD80; I observed CRJ2 positioning on runway 28R; with traffic on 5 mi final. I confirmed with cabin attendant coordinator; who made original coordination; who said yes cross west end now. As I began issuing clearance; the CRJ2 began departure roll. Radar coordinator then alerted local control that traffic was cleared around the west end. As local control canceled CRJ2 takeoff clearance; I was able to stop MD80; so no one actually conflicted. Possible factors: 1) in my opinion this was a situation where during light traffic too many position were open; too many people involved. I believe had I done the coordination without a coordinator present it would have stuck better in their memory. 2) the local controller; myself; and the cabin attendant coordinator were all on first position of the work week after our weekend; and in our first hour of work of the week. 3) the inconsistent use of taxiway Z by all the controllers. Because of the FAA and airport are unwilling to make mandatory the use for all aircraft to get across runway 28L/right.

Title: SFO GND CTLR DESCRIBED POTENTIAL RWY CROSSING INCIDENT WHEN INTRAFAC COORD WITHIN THE CAB FAILED.

Narrative: MD80 COORDINATED TO USE TXWY Z AFTER A CITATION DEPARTED RWY 28R. WHEN CITATION WAS AIRBORNE AND I WAS GOING TO ISSUE INSTRUCTIONS TO MD80; I OBSERVED CRJ2 POSITIONING ON RWY 28R; WITH TFC ON 5 MI FINAL. I CONFIRMED WITH CAB COORDINATOR; WHO MADE ORIGINAL COORD; WHO SAID YES CROSS W END NOW. AS I BEGAN ISSUING CLRNC; THE CRJ2 BEGAN DEP ROLL. RADAR COORDINATOR THEN ALERTED LCL CTL THAT TFC WAS CLRED AROUND THE W END. AS LCL CTL CANCELED CRJ2 TKOF CLRNC; I WAS ABLE TO STOP MD80; SO NO ONE ACTUALLY CONFLICTED. POSSIBLE FACTORS: 1) IN MY OPINION THIS WAS A SITUATION WHERE DURING LIGHT TFC TOO MANY POS WERE OPEN; TOO MANY PEOPLE INVOLVED. I BELIEVE HAD I DONE THE COORD WITHOUT A COORDINATOR PRESENT IT WOULD HAVE STUCK BETTER IN THEIR MEMORY. 2) THE LCL CTLR; MYSELF; AND THE CAB COORDINATOR WERE ALL ON FIRST POS OF THE WORK WK AFTER OUR WEEKEND; AND IN OUR FIRST HR OF WORK OF THE WK. 3) THE INCONSISTENT USE OF TXWY Z BY ALL THE CTLRS. BECAUSE OF THE FAA AND ARPT ARE UNWILLING TO MAKE MANDATORY THE USE FOR ALL ACFT TO GET ACROSS RWY 28L/R.
