Narrative:

After starting the right engine and while waiting for the weight and balance paperwork; the start marshaller came up along side the aircraft to see what was the delay. I tried to tell him that we were waiting for the paperwork. He then proceeded to walk away from the aircraft and into the operations area. I shut down the right engine. A counter agent came out with the paperwork and the starter looked confused why I shut down the engine. The paperwork was reviewed and we signaled to restart the right engine. Dsm has been a fairly lax station recently. While starting the right engine at gate I observed the csa bring the weight and balance to the end of the jetbridge. A second ramp person; not wearing a vest; came up and got the paperwork and walked to the side of the aircraft. The engine start was just beginning when he first knocked on the side of the aircraft. I ignored him and continued to monitor the engine start. He knocked a second time. Again ignored. He knocked a third time just as the start sequence was ending. After finishing my flow; I then looked out the left window to see him waving the paperwork to get my attention. Upon arrival at destination the jetway was brought up to the aircraft. As is common here the canopy is very tight to the aircraft. This time however the canopy was rubbing onto the window. This has been discussed with the station and pictures sent to the flight department on many past occasions. Next leg; after parking at gate; the engines were shut down and I observed the ramp person walk between the jetway and the propeller. He then proceeded to cut through the propeller restr area inside the wingtip. I observed these conditions. Communicated the conditions to people if available. The ramp in the hubs and the outstations continue to have issues with SOP.
