Narrative:

I took off for a flight in the vicinity of the airport without sufficient fuel per part 135.209(a). After about 30-35 mins; the plane (engine) started to miss. I realized I was out of fuel and tried to make the closest runway. The engine quit after a min or two and I came down a couple of hundred yards before the runway. Factors were incomplete preflight and incomplete before takeoff checks. Stresses the importance of plan your flight and fly your plan.

Title: PILOT DEPARTED WITH INSUFFICIENT FUEL. ENGINE QUIT DUE TO FUEL STARVATION. EMERGENCY LANDING RESULTED IN ACFT LANDING SHORT OF RUNWAY.
