Narrative:

Doing IOE training on day 1 of 2. Repos ferry flight to iad. Arriving on the prtzl 1 arrival over psb which brings you in on the east side of iad. ATIS reporting landing on runway 1L and runway 1R with calm winds and VFR. Checked in with potomac approach and was told to expect visual to runway 1R. We set up ILS runway 1R and briefed the approach to runway 1R. Switched to next potomac approach and he cleared us to ticon for visual to runway 1R. We did all our checklists and were on a right downwind approximately abeam the field when switched to final controller. He descended us and turned us on a base leg. Final approach control called traffic and asked if we had traffic and/or field in sight. We called the field and said we were looking for the traffic. He cleared us for the visual and told us to contact tower. We switched to tower and reported that we were on the visual to runway 1R. Tower cleared us to land runway 1L. We were at 2000 ft descending and approximately 5 mi out. I informed tower that we were set up for runway 1R and if we couldn't get landing clearance for runway 1R we would need to go around. This decision was made by the captain because I am still going through my IOE training and wouldn't feel comfortable making a side-step to runway 1L on a short final. Tower said stand by; then came back and told us to fly runway heading and maintain 2000 ft; which we did. Tower switched us back to approach. The first controller we spoke to told us it would be vectors to runway 1R. I asked that he confirm that; and he did. I repeated vectors to runway 1R; and he agreed again. Vectored back to another right downwind; expecting runway 1R. Switched to final approach controller and he told us it was vectors to runway 1L. I told him we were expecting runway 1R and he repeated runway 1L. We configured for runway 1L; re-briefed; and made a rushed but normal visual approach and landing to runway 1L. The final controller was upset with us and said he had told us on our first approach that he was changing our runway to runway 1L. We never heard that transmission and definitely did not acknowledge a runway change.

SWITCHED TO NEXT POTOMAC APCH AND HE CLRED US TO TICON FOR VISUAL TO RWY 1R. WE DID ALL OUR CHKLISTS AND WERE ON A R DOWNWIND APPROX ABEAM THE FIELD WHEN SWITCHED TO FINAL CTLR. HE DSNDED US AND TURNED US ON A BASE LEG. FINAL APCH CTL CALLED TFC AND ASKED IF WE HAD TFC AND/OR FIELD IN SIGHT. WE CALLED THE FIELD AND SAID WE WERE LOOKING FOR THE TFC. HE CLRED US FOR THE VISUAL AND TOLD US TO CONTACT TWR. WE SWITCHED TO TWR AND REPORTED THAT WE WERE ON THE VISUAL TO RWY 1R. TWR CLRED US TO LAND RWY 1L. WE WERE AT 2000 FT DSNDING AND APPROX 5 MI OUT. I INFORMED TWR THAT WE WERE SET UP FOR RWY 1R AND IF WE COULDN'T GET LNDG CLRNC FOR RWY 1R WE WOULD NEED TO GO AROUND. THIS DECISION WAS MADE BY THE CAPT BECAUSE I AM STILL GOING THROUGH MY IOE TRAINING AND WOULDN'T FEEL COMFORTABLE MAKING A SIDE-STEP TO RWY 1L ON A SHORT FINAL. TWR SAID STAND BY; THEN CAME BACK AND TOLD US TO FLY RWY HDG AND MAINTAIN 2000 FT; WHICH WE DID. TWR SWITCHED US BACK TO APCH. THE FIRST CTLR WE SPOKE TO TOLD US IT WOULD BE VECTORS TO RWY 1R. I ASKED THAT HE CONFIRM THAT; AND HE DID. I REPEATED VECTORS TO RWY 1R; AND HE AGREED AGAIN. VECTORED BACK TO ANOTHER R DOWNWIND; EXPECTING RWY 1R. SWITCHED TO FINAL APCH CTLR AND HE TOLD US IT WAS VECTORS TO RWY 1L. I TOLD HIM WE WERE EXPECTING RWY 1R AND HE REPEATED RWY 1L. WE CONFIGURED FOR RWY 1L; RE-BRIEFED; AND MADE A RUSHED BUT NORMAL VISUAL APCH AND LNDG TO RWY 1L. THE FINAL CTLR WAS UPSET WITH US AND SAID HE HAD TOLD US ON OUR FIRST APCH THAT HE WAS CHANGING OUR RWY TO RWY 1L. WE NEVER HEARD THAT XMISSION AND DEFINITELY DID NOT ACKNOWLEDGE A RWY CHANGE.
