Narrative:

Cvg ATCT has implemented a test program for departure traffic off cvg. For this test cvg management/staff did very little preparing and appears no testing of the procedures using simulator equipment. Controllers are asked during busy periods of traffic to amend proposed/active tracks to the appropriate controller. Configns do not work correctly. Coordination between management/traffic management and controllers is not adequate. This appears to be creating an unsafe situation at cvg ATCT/approach. There are no procedures for mixing satellite airport departure traffic into the new traffic flows. This requires controllers to make up different ways to handle these aircraft in a very busy environment. FAA management has no procedure in place for controllers to provide input. FAA management will not suspend the test until all automation is fixed and working correctly. Controllers are forced to use inadequate automation; procedures and coordination to keep traffic moving safely at cvg.

Title: CVG TRACON CTLR EXPRESSED CONCERN REGARDING NEW DEP PROC; ALLEGING LITTLE TESTING AND LACK OF PREPARATION PRIOR TO START DATE.

Narrative: CVG ATCT HAS IMPLEMENTED A TEST PROGRAM FOR DEP TFC OFF CVG. FOR THIS TEST CVG MGMNT/STAFF DID VERY LITTLE PREPARING AND APPEARS NO TESTING OF THE PROCS USING SIMULATOR EQUIP. CTLRS ARE ASKED DURING BUSY PERIODS OF TFC TO AMEND PROPOSED/ACTIVE TRACKS TO THE APPROPRIATE CTLR. CONFIGNS DO NOT WORK CORRECTLY. COORD BTWN MGMNT/TFC MGMNT AND CTLRS IS NOT ADEQUATE. THIS APPEARS TO BE CREATING AN UNSAFE SIT AT CVG ATCT/APCH. THERE ARE NO PROCS FOR MIXING SATELLITE ARPT DEP TFC INTO THE NEW TFC FLOWS. THIS REQUIRES CTLRS TO MAKE UP DIFFERENT WAYS TO HANDLE THESE ACFT IN A VERY BUSY ENVIRONMENT. FAA MGMNT HAS NO PROC IN PLACE FOR CTLRS TO PROVIDE INPUT.
