Narrative:

We were in cruise flight. We received a traffic alert on TCAS. I narrowed the range on the mfd to 10 mi and saw yellow box at 0 - -1 degree. ATC called and told to turn left immediately 30 degrees. I initiated the turn with the heading bug; as the aircraft began to turn we received an RA. I initiated the RA compliance by informing the captain I was turning off the autoplt and began the descent to 2.7! And continued the turn to the left. Please note that there were 2 aircraft paralleling us at the same altitude at 5 NM and 10 NM to the left. The conflict aircraft called to inform ATC of TCAS alert compliance. I reached up and turned on fasten seatbelt sign and ordered the captain to inform ATC we were complying to TCAS alert; which he did. We then received another TA immediately followed by an RA to climb due to another aircraft in trail below the first aircraft by 1000 ft at FL300. We complied with the RA. Performance by aircraft to climb at that altitude was anemic at best. ATC informed us that once we returned to FL310 we were cleared to sie. Relevance: I personally think we did a great job. We complied with ATC and the TA/RA considering it was a 2.7 descent resolution then needed to climb all within a 1000 ft at FL310. This was because of great training and excellent CRM. Cause: ATC placing too many aircraft in one area and flight level really painted us into a corner. Prevention: continue training with TCAS resolutions and high altitude performance of aircraft and CRM in these types of events. Also high altitude stalls.

Title: A CRJ200 PILOT REPORTS A TCAS RA AT FL310 REQUIRING ACFT MANEUVERING IN RESPONSE TO MULTIPLE ACFT IN POTENTIAL RVSM CONFLICTS.

PERFORMANCE BY ACFT TO CLB AT THAT ALT WAS ANEMIC AT BEST. ATC INFORMED US THAT ONCE WE RETURNED TO FL310 WE WERE CLRED TO SIE. RELEVANCE: I PERSONALLY THINK WE DID A GREAT JOB. WE COMPLIED WITH ATC AND THE TA/RA CONSIDERING IT WAS A 2.7 DSCNT RESOLUTION THEN NEEDED TO CLB ALL WITHIN A 1000 FT AT FL310. THIS WAS BECAUSE OF GREAT TRAINING AND EXCELLENT CRM. CAUSE: ATC PLACING TOO MANY ACFT IN ONE AREA AND FLT LEVEL REALLY PAINTED US INTO A CORNER. PREVENTION: CONTINUE TRAINING WITH TCAS RESOLUTIONS AND HIGH ALT PERFORMANCE OF ACFT AND CRM IN THESE TYPES OF EVENTS. ALSO HIGH ALT STALLS.
