Narrative:
Aircraft Y at FL190 issued clearance to FL280 with aircraft X wbound at FL280. I used the prevention feature to override trainee; but it didn't work; after numerous xmissions on 124.12 didn't broadcast. Known documented frequency outages and problems with 124.12 at rka 2 xmissions to aircraft Y at FL290 broadcast as carry wave with no voice modulation. We need the frequency (124.12) replaced before a more serious event occurs!
