Narrative:

In cruising climb out of 31500 ft; bottom red airspeed foot came up to current speed. Then stick shaker came on both yokes with no other indications. Turned autoplt off. Extended slats. Normal flight handling. No flight control problems of any sort before and after false indication of bottom red airspeed foot and stick shaker. No other alerts or indications on ead. Normal level flight handling at FL320; although stick shaker stayed on constantly. Bottom red airspeed started to vary from current cruise speed to +/-20 -30 KIAS to a normal indication. Returned to mke. Stick shaker ceased on descent out of FL280. Bottom red foot ceased erratic indications also. All anti-ice was used normally in climb and descent. Landed in mke uneventful and normal landing. No other warnings or indications were ever noted. Supplemental information from acn 733374: normal handling quality and no pitch-power-speed abnormalities. Stick shaker continuous plus red pli; even when bottom red foot would retreat; fluctuating within approximately 30 KTS. Consulted QRH; maintenance control; and dispatch before returning to mke.
