Narrative:

Skydive aircraft called outside my airspace in our arrival area. No request was made for radar service. I advised the skydive aircraft that there would be traffic; possibly jets; underneath his altitude. Skydive called jumpers away while a DH8C at 7000 ft was directly in the jump zone. The DH8C pilot observed the parachute jumpers pass by him. The jump aircraft was outside class B airspace; but in the arrival airspace.
