Narrative:

C172 called inbound from the east. Wind was calm so I issued a straight-in runway 29 with a report over the town of marion. Air carrier Y; B1900; on a visual approach (IFR) from the north. I issued a straight-in runway 20 with a report over jonny lo (5 NM final). Aircraft X reported over marion. I issued 'not in sight; continue for runway 29.' air carrier Y reported jonny and was cleared to land runway 20. I asked aircraft X to turn on his landing light. I asked aircraft X if he was lined up with runway 29. Aircraft X replied; 'no sir I'm not but I'm getting there though.' I asked aircraft X if he was on a modified right base and he replied; 'roger that.' I was looking at air carrier Y in final runway 20 when I began to advise aircraft X about the B1900's location. During the transmission I saw the C172 on a left base runway 20 and noticed the B1900 going around. I instructed the C172 to continue his left turn and to fly south. I cleared the B1900 to circle right and cleared them to land runway 20. I took the C172 south across the airport and cleared him to land on runway 29. The pilot of aircraft X is a student based at lwv and part of the flight program for vicennes university. Supplemental information from acn 730735: I reported on initial contact that I was 14 NM east; when in fact I was 14 mi northeast of the field. Controller cleared me for the straight-in runway 29. I read back the clearance and had a visual contact with runway 20 initially. When 3 NM out the controller had a visual on me. Controller advised me to make a base for runway 29. Arriving traffic was cleared for runway 20. I was cleared for runway 29; my position relative to the field interfered with arriving traffic for runway 20.

I ASKED ACFT X TO TURN ON HIS LNDG LIGHT. I ASKED ACFT X IF HE WAS LINED UP WITH RWY 29. ACFT X REPLIED; 'NO SIR I'M NOT BUT I'M GETTING THERE THOUGH.' I ASKED ACFT X IF HE WAS ON A MODIFIED R BASE AND HE REPLIED; 'ROGER THAT.' I WAS LOOKING AT ACR Y IN FINAL RWY 20 WHEN I BEGAN TO ADVISE ACFT X ABOUT THE B1900'S LOCATION. DURING THE XMISSION I SAW THE C172 ON A L BASE RWY 20 AND NOTICED THE B1900 GOING AROUND. I INSTRUCTED THE C172 TO CONTINUE HIS L TURN AND TO FLY S. I CLRED THE B1900 TO CIRCLE R AND CLRED THEM TO LAND RWY 20. I TOOK THE C172 S ACROSS THE ARPT AND CLRED HIM TO LAND ON RWY 29. THE PLT OF ACFT X IS A STUDENT BASED AT LWV AND PART OF THE FLT PROGRAM FOR VICENNES UNIVERSITY. SUPPLEMENTAL INFO FROM ACN 730735: I RPTED ON INITIAL CONTACT THAT I WAS 14 NM E; WHEN IN FACT I WAS 14 MI NE OF THE FIELD. CTLR CLRED ME FOR THE STRAIGHT-IN RWY 29. I READ BACK THE CLRNC AND HAD A VISUAL CONTACT WITH RWY 20 INITIALLY. WHEN 3 NM OUT THE CTLR HAD A VISUAL ON ME. CTLR ADVISED ME TO MAKE A BASE FOR RWY 29. ARRIVING TFC WAS CLRED FOR RWY 20. I WAS CLRED FOR RWY 29; MY POS RELATIVE TO THE FIELD INTERFERED WITH ARRIVING TFC FOR RWY 20.
