Narrative:
During taxi out; leading edge flap/slat #7 was malfunctioning. Given ramp constraints at sna; we ended up clearing across runway 19R and dealing with MEL. During course of MEL compliance; not all steps were completed. Maintenance/dispatch could read or verify compliance with MEL; particularly the non-flying portion of the documentation which may not be as familiar to the pilots. Further; the color coding in the opc does not lead the eye to all of the mandatory completion items using color. It does highlight them; but given the small screen; color coding with links could be helpful; particularly for the clean-up areas.

Title: B737-700 FLT CREW OPERATES WITH INCOMPLETE MEL REGARDING A LEADING EDGE FLAP MALFUNCTION PRIOR TO TKOF.
Narrative: DURING TAXI OUT; LEADING EDGE FLAP/SLAT #7 WAS MALFUNCTIONING. GIVEN RAMP CONSTRAINTS AT SNA; WE ENDED UP CLRING ACROSS RWY 19R AND DEALING WITH MEL. DURING COURSE OF MEL COMPLIANCE; NOT ALL STEPS WERE COMPLETED. MAINT/DISPATCH COULD READ OR VERIFY COMPLIANCE WITH MEL; PARTICULARLY THE NON-FLYING PORTION OF THE DOCUMENTATION WHICH MAY NOT BE AS FAMILIAR TO THE PLTS. FURTHER; THE COLOR CODING IN THE OPC DOES NOT LEAD THE EYE TO ALL OF THE MANDATORY COMPLETION ITEMS USING COLOR. IT DOES HIGHLIGHT THEM; BUT GIVEN THE SMALL SCREEN; COLOR CODING WITH LINKS COULD BE HELPFUL; PARTICULARLY FOR THE CLEAN-UP AREAS.
