Narrative:

On approach to landing in ZZZ the first officer; who was flying; called for the gear down landing checklist. I selected gear down. The gear did not come down and showed 3 red lights (gear unsafe). We executed a missed approach; declared an emergency and ran appropriate checklist. While running through the checklist; noticed a switch was in the wrong position (gear inhibit switch). We reselected the switch to its normal position and gear functioned normally. We returned to field and made a normal landing in ZZZ.
