Narrative:

I was on an IFR training flight; on the ILS runway 28R; myf. Cfii in right seat; I had hood on. Myf tower kept giving us misleading and confusing directions -- stating we were south of course when we had the localizer centered. This continued as we proceeded inbound. At about 1 mi from the runway threshold the cfii spotted another C172 above; ahead; and to our right that had apparently overtaken us. Cfii informed the tower that they had 2 aircraft on final to runway 28R. Tower apparently realized their mistake; told us to climb and proceed west; which I did. Tower stated that our 'tag' was 'floating' on the scope. (We had been assigned a discrete code by socal approach.) apparently as a result tower was giving instruction to us that should have been for another aircraft. As a result potentially they could have issued evasive actions that would have led to decreasing separation.

Title: VFR C172 ON APCH TO MYF EXPERIENCED CONFLICT WITH C172 ALSO ON FINAL TO THE SAME RWY; ATC REPORTEDLY CONFUSED REGARDING ID OF ACFT INVOLVED.

MYF TWR KEPT GIVING US MISLEADING AND CONFUSING DIRECTIONS -- STATING WE WERE S OF COURSE WHEN WE HAD THE LOC CTRED. THIS CONTINUED AS WE PROCEEDED INBOUND. AT ABOUT 1 MI FROM THE RWY THRESHOLD THE CFII SPOTTED ANOTHER C172 ABOVE; AHEAD; AND TO OUR R THAT HAD APPARENTLY OVERTAKEN US. CFII INFORMED THE TWR THAT THEY HAD 2 ACFT ON FINAL TO RWY 28R. TWR APPARENTLY REALIZED THEIR MISTAKE; TOLD US TO CLB AND PROCEED W; WHICH I DID. TWR STATED THAT OUR 'TAG' WAS 'FLOATING' ON THE SCOPE. (WE HAD BEEN ASSIGNED A DISCRETE CODE BY SOCAL APCH.) APPARENTLY AS A RESULT TWR WAS GIVING INSTRUCTION TO US THAT SHOULD HAVE BEEN FOR ANOTHER ACFT. AS A RESULT POTENTIALLY THEY COULD HAVE ISSUED EVASIVE ACTIONS THAT WOULD HAVE LED TO DECREASING SEPARATION.
