Narrative:

Jhw (jamestown; ny) is controled by eri approach. We have a commuter operation and their operations personnel read us the WX over a live traffic frequency 126.05. We have already had a couple of times when aircraft were cleared for the approach and there were trucks on the runway. Tonight (jan/mon/07) I cleared a G100 jet for the ILS 25 approach at jhw when commuter operations or airport operations came on the frequency to have me cancel approach clearance because of trucks sanding the runway. The procedures are poor at best. Live traffic frequencys are for traffic period. Something needs to be done before there is another incident/accident.

THE PROCS ARE POOR AT BEST. LIVE TFC FREQS ARE FOR TFC PERIOD. SOMETHING NEEDS TO BE DONE BEFORE THERE IS ANOTHER INCIDENT/ACCIDENT.
