Narrative:

Dfw airport was in a north flow with an 1800 ft overcast tops reported at approximately 3000 ft. Air carrier X departed runway 36R routed via ferra intersection on the RNAV departure. This aircraft had properly started the RNAV procedure. Aircraft Y departed runway 35L routed via clare intersection on the RNAV departure. Aircraft Y appeared to drift to the west. I issued air carrier X a 20 degree left turn and alerted the departure one position of the situation. I issued air carrier X a TA to which the aircraft responded 'in sight.' aircraft Y then made an abrupt turn to the west. I issued air carrier X an immediate turn to heading 260 degrees. In the past 8 months we have experienced at least 3 similar instances of aircraft coming dangerously close. In all of these cases 1 pilot or the other did not initiate the RNAV route in a timely manner or had bad data programmed. This procedure should be immediately modified; so that aircraft are assigned headings that establish divergence then let the controller initiate the RNAV routing. This is how atlanta and las vegas use the RNAV departure procedures.
