Narrative:

Olv controllers continue to use stars equipment to enter VFR flight plans into the local stars and the NAS computers. It has become a matter of routine to see aircraft depart olv on a local or NAS assigned beacon codes. Olv no longer calls mem for entering these flight plans; and it is obvious that they do this on their own. The problem rests with the fact that mem and olv do not have an LOA that details the use of their new stars equipment. Olv has not been 'authority/authorized' to enter flight plans of any sort into the stars or NAS computers; yet our local management turns a blind eye to this activity.

Title: MEM APCH CTLR EXPRESSED CONCERN REGARDING OLV TWR'S USE OF THE STARS EQUIP TO ENTER FLT PLAN DATA WITHOUT LOA IN PLACE TO COVER PROC.

Narrative: OLV CTLRS CONTINUE TO USE STARS EQUIP TO ENTER VFR FLT PLANS INTO THE LCL STARS AND THE NAS COMPUTERS. IT HAS BECOME A MATTER OF ROUTINE TO SEE ACFT DEPART OLV ON A LCL OR NAS ASSIGNED BEACON CODES. OLV NO LONGER CALLS MEM FOR ENTERING THESE FLT PLANS; AND IT IS OBVIOUS THAT THEY DO THIS ON THEIR OWN. THE PROB RESTS WITH THE FACT THAT MEM AND OLV DO NOT HAVE AN LOA THAT DETAILS THE USE OF THEIR NEW STARS EQUIP. OLV HAS NOT BEEN 'AUTH' TO ENTER FLT PLANS OF ANY SORT INTO THE STARS OR NAS COMPUTERS; YET OUR LCL MGMNT TURNS A BLIND EYE TO THIS ACTIVITY.
