Narrative:

During the cruise phase of flight the aircraft experienced a 'tripped circuit breaker; T31.' upon reaching the gate and shutting down engine #2; the AC bus #2 failed to xfer power source from generator #2 to generator #1. The resulting scenario was a dark passenger cabin; loss of several normal electrical system and engine #1 going to high idle. Emergency lighting was utilized for passenger deplaning. All attempts to re-power AC bus #2 were unsuccessful. A ramper came to the cockpit requesting we connect the ground power; so he could open the baggage doors. We tried to explain that the aircraft had experienced an electrical malfunction and it would not be possible to connect the gpu. A few mins later; while the passenger were still deplaning and the first officer was still in his seat; the ramper accessed the cockpit and while he was being told to not touch anything proceeded to push the gpu switch. When this failed; he pushed the APU power switch. When he was queried why was he disregarding specific instructions from a flight crew that was still trying to deal with the situation and having had the opportunity to explain to him that electrical power was not available his explanation was that he was 'qualified to operate the aircraft.' maybe it was the desire of the ramper to open the doors; so our delayed passenger could have their bags; but in this case it backfired. In closing; a ground personnel individual disregarded specific instructions from a flight crew member; and proceeded to manipulate aircraft system with complete disregard of safety and wellbeing of other employees; customers and company property.

Title: AN A320 PLT RPTS THAT A GND SVC PERSON ATTEMPTED TO APPLY ELECTRICAL PWR TO AN ACFT AFTER THE FLT CREW DIRECTED HIM NOT TO BECAUSE OF A PRIMARY ELECTRICAL SYS MALFUNCTION.

WHEN THIS FAILED; HE PUSHED THE APU PWR SWITCH. WHEN HE WAS QUERIED WHY WAS HE DISREGARDING SPECIFIC INSTRUCTIONS FROM A FLT CREW THAT WAS STILL TRYING TO DEAL WITH THE SITUATION AND HAVING HAD THE OPPORTUNITY TO EXPLAIN TO HIM THAT ELECTRICAL PWR WAS NOT AVAILABLE HIS EXPLANATION WAS THAT HE WAS 'QUALIFIED TO OPERATE THE ACFT.' MAYBE IT WAS THE DESIRE OF THE RAMPER TO OPEN THE DOORS; SO OUR DELAYED PAX COULD HAVE THEIR BAGS; BUT IN THIS CASE IT BACKFIRED. IN CLOSING; A GND PERSONNEL INDIVIDUAL DISREGARDED SPECIFIC INSTRUCTIONS FROM A FLT CREW MEMBER; AND PROCEEDED TO MANIPULATE ACFT SYS WITH COMPLETE DISREGARD OF SAFETY AND WELLBEING OF OTHER EMPLOYEES; CUSTOMERS AND COMPANY PROPERTY.
