Narrative:

On dec/xa/06 a core cowl press relief door showed evidence of wear. This was found on an ETOPS inspection. The aircraft was taken OTS. Maintenance returned the aircraft to service in the same condition which the maintenance manual states can cause damage to the cowl. The maintenance entry in the logbook was deferred without proper authority/authorized; just noting that maintenance issued a work order. Was to discuss the matter with maintenance operations; but the conference call was canceled by management. There is a culture of shortcuts on shift due to manpwr shortages and complacency. Nobody is held responsible for taking shortcuts to dispatch trips. Instead; management chooses to question me on why I was not able to dispatch the aircraft.
