Narrative:

This plane dispatched by maintenance with landing gear monitor message -- nearly a 2 yr issue of history; what is wrong with the landing gear that cannot be fixed in 2 yrs? Both satcom failed en route -- this plane has had these problems most of yr 2006. I have had multiple events yet often do not find the satcom even tuned to applicable frequencys for route most recently flown. Maybe nobody checks it? Right high frequency failed en route; as it has many times in yr 2006; fails to tune to antenna. Same problem many times -- SELCAL chime failed -- means we have to monitor high frequency 'ldoc' -- far too big a risk of missing important ATC instructions and losing our license or having traffic conflict. History of these repeat defects is months and in one case near 2 yrs old with no repair that allows things to work. Aircraft used on south america rtes with incompetent ATC; areas of no ACARS availability and far inland areas where high frequency is unable to be used with reliability. We need the plane to work where comrdos are concerned. Long periods of no ACARS and no ability to understand communication with 'ldoc' on high frequency far inland in south america and no SELCAL mean high frequency is on in your ear while subjected to poor ATC VHF communications and ATC refusing to answer radio; xfer to new frequency; etc; the workload is far too high and much too risky. Without satcom; no clear reliable means to reach dispatch is available and in the atlantic tracks; we have similar problems with this plane. Many months of unreliable communication operations in HF and satcom. I am afraid that the next time all this quits en route I need to land before making mistakes with ATC and possibly ending up in a brazilian jail or losing my license due to problems getting clrncs from ATC or properly communicating with dispatch.

Title: CAPT OF B767-300 COMPLAINS OF FAILURE OF MAINT TO CORRECT MULTIPLE LONG TERM LNDG GEAR AND COM RADIO COMPLAINTS ON HIS ACFT.

Narrative: THIS PLANE DISPATCHED BY MAINT WITH LNDG GEAR MONITOR MESSAGE -- NEARLY A 2 YR ISSUE OF HISTORY; WHAT IS WRONG WITH THE LNDG GEAR THAT CANNOT BE FIXED IN 2 YRS? BOTH SATCOM FAILED ENRTE -- THIS PLANE HAS HAD THESE PROBS MOST OF YR 2006. I HAVE HAD MULTIPLE EVENTS YET OFTEN DO NOT FIND THE SATCOM EVEN TUNED TO APPLICABLE FREQS FOR RTE MOST RECENTLY FLOWN. MAYBE NOBODY CHKS IT? R HIGH FREQ FAILED ENRTE; AS IT HAS MANY TIMES IN YR 2006; FAILS TO TUNE TO ANTENNA. SAME PROB MANY TIMES -- SELCAL CHIME FAILED -- MEANS WE HAVE TO MONITOR HIGH FREQ 'LDOC' -- FAR TOO BIG A RISK OF MISSING IMPORTANT ATC INSTRUCTIONS AND LOSING OUR LICENSE OR HAVING TFC CONFLICT. HISTORY OF THESE REPEAT DEFECTS IS MONTHS AND IN ONE CASE NEAR 2 YRS OLD WITH NO REPAIR THAT ALLOWS THINGS TO WORK. ACFT USED ON SOUTH AMERICA RTES WITH INCOMPETENT ATC; AREAS OF NO ACARS AVAILABILITY AND FAR INLAND AREAS WHERE HIGH FREQ IS UNABLE TO BE USED WITH RELIABILITY. WE NEED THE PLANE TO WORK WHERE COMRDOS ARE CONCERNED. LONG PERIODS OF NO ACARS AND NO ABILITY TO UNDERSTAND COM WITH 'LDOC' ON HIGH FREQ FAR INLAND IN SOUTH AMERICA AND NO SELCAL MEAN HIGH FREQ IS ON IN YOUR EAR WHILE SUBJECTED TO POOR ATC VHF COMS AND ATC REFUSING TO ANSWER RADIO; XFER TO NEW FREQ; ETC; THE WORKLOAD IS FAR TOO HIGH AND MUCH TOO RISKY. WITHOUT SATCOM; NO CLR RELIABLE MEANS TO REACH DISPATCH IS AVAILABLE AND IN THE ATLANTIC TRACKS; WE HAVE SIMILAR PROBS WITH THIS PLANE. MANY MONTHS OF UNRELIABLE COM OPS IN HF AND SATCOM. I AM AFRAID THAT THE NEXT TIME ALL THIS QUITS ENRTE I NEED TO LAND BEFORE MAKING MISTAKES WITH ATC AND POSSIBLY ENDING UP IN A BRAZILIAN JAIL OR LOSING MY LICENSE DUE TO PROBS GETTING CLRNCS FROM ATC OR PROPERLY COMMUNICATING WITH DISPATCH.
