Narrative:

Approximately XA00 on dec/xa/06 phl used a SAPR2 procedure that violates 7110.65. It has been a known fact that this procedure clearly forces all turbojet aircraft out of the class B. It has been decided by FAA that we should continue to violate this regulation and just issue information pertaining to entering/exiting the class B in lieu of holding the aircraft to stay in the class B and provide separation services from all aircraft. We believe that this is a safety concern for both the air traffic workforce as well as the users.

Title: PHL TRACON CTLR EXPRESSED CONCERN REGARDING THE SAPR2 PROC THAT RESULTS IN ACFT DEPARTING THE CLASS B.

Narrative: APPROX XA00 ON DEC/XA/06 PHL USED A SAPR2 PROC THAT VIOLATES 7110.65. IT HAS BEEN A KNOWN FACT THAT THIS PROC CLRLY FORCES ALL TURBOJET ACFT OUT OF THE CLASS B. IT HAS BEEN DECIDED BY FAA THAT WE SHOULD CONTINUE TO VIOLATE THIS REG AND JUST ISSUE INFO PERTAINING TO ENTERING/EXITING THE CLASS B IN LIEU OF HOLDING THE ACFT TO STAY IN THE CLASS B AND PROVIDE SEPARATION SVCS FROM ALL ACFT. WE BELIEVE THAT THIS IS A SAFETY CONCERN FOR BOTH THE AIR TFC WORKFORCE AS WELL AS THE USERS.
