Narrative:

As the local controller; I determined it would be more safe to have air carrier X and air carrier Y depart pvd off other than the active runway because the winds were 260 degrees/05 KTS and the active was runway 5. Subsequently I utilized runway 23 for these 2 departures using my own discretion and was decertified for it. The pvd SOP is being too rigidly applied whereas safety is compromised as a rule. They care more that the SOP is followed without deviating at all than the common sense used by controllers. This is dangerous.

Narrative: AS THE LCL CTLR; I DETERMINED IT WOULD BE MORE SAFE TO HAVE ACR X AND ACR Y DEPART PVD OFF OTHER THAN THE ACTIVE RWY BECAUSE THE WINDS WERE 260 DEGS/05 KTS AND THE ACTIVE WAS RWY 5. THEY CARE MORE THAT THE SOP IS FOLLOWED WITHOUT DEVIATING AT ALL THAN THE COMMON SENSE USED BY CTLRS. THIS IS DANGEROUS.
