Narrative:

I was assigned the south and west departure sector combined. During this time; ord tower launched aircraft X on a 180 degree heading; and aircraft Y on a 220 degree heading; side by side. According to our LOA; these aircraft should be in trail; 200 degree heading and 13000 ft when they call ZAU. I notified the C90 supervisor/operations manager in charge of the departure line; who in turn called ord tower. I was told that ord tower said they were sorry. And yet; departures were never stopped. In fact; jet traffic continued to depart ord; forcing me to s-turn traffic in order to achieve the required in trail spacing for the center. This is yet another example of tower incompetence; placing the user and the flying public into unsafe situations and causing a disservice to the user.

Title: C90 CTLR EXPRESSED CONCERN REGARDING ORD TWR DEP PROCS AND THEIR LACK OF COMPLIANCE WITH LOCALLY AGREED UPON DEP INTERVALS.

Narrative: I WAS ASSIGNED THE S AND W DEP SECTOR COMBINED. DURING THIS TIME; ORD TWR LAUNCHED ACFT X ON A 180 DEG HDG; AND ACFT Y ON A 220 DEG HDG; SIDE BY SIDE. ACCORDING TO OUR LOA; THESE ACFT SHOULD BE IN TRAIL; 200 DEG HDG AND 13000 FT WHEN THEY CALL ZAU. I NOTIFIED THE C90 SUPVR/OPS MGR IN CHARGE OF THE DEP LINE; WHO IN TURN CALLED ORD TWR. I WAS TOLD THAT ORD TWR SAID THEY WERE SORRY. AND YET; DEPS WERE NEVER STOPPED. IN FACT; JET TFC CONTINUED TO DEPART ORD; FORCING ME TO S-TURN TFC IN ORDER TO ACHIEVE THE REQUIRED IN TRAIL SPACING FOR THE CTR. THIS IS YET ANOTHER EXAMPLE OF TWR INCOMPETENCE; PLACING THE USER AND THE FLYING PUBLIC INTO UNSAFE SITUATIONS AND CAUSING A DISSERVICE TO THE USER.
