Narrative:

Northern california TRACON controllers were required to violate order nct north 7110.21 on the above date. The brijj AWOS was OTS for 3 hours and during this time sql reported WX listed 7 mi of flight visibility. The sql visibility did not meet the criteria of nct north 7110.21; paragraph 5; a(3). The operations supervisor in area 'B' attempted to discontinue the dual arrival route procedure but was overruled. Although no operational error occurred as a result of this; the judgement of nct management should be questioned; as they forced controllers to violate FAA directives.

Narrative: NORTHERN CALIFORNIA TRACON CTLRS WERE REQUIRED TO VIOLATE ORDER NCT N 7110.21 ON THE ABOVE DATE. ALTHOUGH NO OPERROR OCCURRED AS A RESULT OF THIS; THE JUDGEMENT OF NCT MGMNT SHOULD BE QUESTIONED; AS THEY FORCED CTLRS TO VIOLATE FAA DIRECTIVES.
