Narrative:

Ord ATIS report wind 050 degrees at 20 KTS gusting to 29 KTS assigned ILS runway 9R. Runway closed assigned ILS runway 14R. Performance data required fair braking action. Captain flew approach. A B777 reported braking action poor runway 14R. Captain chose to go around due to crosswind and poor braking action report. All runways closed. Held for 15-20 mins runway 9R reported open plowed and deiced MV34; wind 030 degrees at 21 KTS gusting to 28 KTS. Performance computer noted again braking action required to be fair. Fom states MV34 equates to fair braking action. Captain chose a monitored approach to runway 9R with medium autobrakes. I flew the approach; captain took control with runway in sight. The captain aligned the aircraft with the centerline and touched down 1500-2000 ft down runway 9R to 5-10 ft right of centerline. Applied thrust reversers. Aircraft tracked the centerline until 80 KTS then nose began to drift left of runway heading 20-30 degrees. Aircraft stayed on center of runway. At 60 KTS; aircraft drifted left of center. Captain tried thrust reverser; brakes; and steering to align the nose with runway heading. Tried thrust reversers and brakes to stop before aircraft left runway. Braking action appeared nil at this point on runway. Left main gear left runway at 10-15 KTS. The nose left the runway when aircraft almost stopped. Right main remained on runway. Aircraft stopped about 70 ft short of the M6 taxiway sign. Called tower to report aircraft condition. Completed after landing checklist. Started APU; shut down engines as emergency crews approached. Pulled cvr and fdr circuit breakers.

L MAIN GEAR LEFT RWY AT 10-15 KTS. THE NOSE LEFT THE RWY WHEN ACFT ALMOST STOPPED. R MAIN REMAINED ON RWY. ACFT STOPPED ABOUT 70 FT SHORT OF THE M6 TXWY SIGN. CALLED TWR TO RPT ACFT CONDITION. COMPLETED AFTER LNDG CHKLIST. STARTED APU; SHUT DOWN ENGS AS EMER CREWS APPROACHED. PULLED CVR AND FDR CIRCUIT BREAKERS.
