Narrative:

Flight control malfunction A319. Pitch up on rollout. Light weight; calm wind night landing at toronto. Very experienced first officer PF. After touchdown the nose of the A319 pitched to 12-12 1/2 degrees nose up (tail scrape would occur at 13 1/2 degrees) as the flight controls degraded to alternate law. The side stick was held full forward during this maneuver. PF stated 'pitch' as attitude approached 10 degrees. The entire flight was normal to this point. No history that I know of. Mechanics attempted to fix the problem and the flight controls again degraded to alternate law the next morning after both engines were started. Airplane remained in toronto for an extra day for maintenance. The plan is to fly it to ZZZ in the morning. No tail scrape; but we must have come close.

MECHS ATTEMPTED TO FIX THE PROB AND THE FLT CTLS AGAIN DEGRADED TO ALTERNATE LAW THE NEXT MORNING AFTER BOTH ENGS WERE STARTED. AIRPLANE REMAINED IN TORONTO FOR AN EXTRA DAY FOR MAINT. THE PLAN IS TO FLY IT TO ZZZ IN THE MORNING. NO TAIL SCRAPE; BUT WE MUST HAVE COME CLOSE.
