Narrative:

We were wbound en route to ZZZ approximately 40 mi east of the ZZZ intersection at FL400 and mach .78. We had just finished deviating to the north of the track around a couple of cells while experiencing continuous light turbulence approaching moderate intensity when the right engine flamed out and spooled down. We proceeded with the drift down qrc. The first officer transmitted a 'mayday; mayday; mayday' call on the air-to-air frequency alerting other aircraft in our vicinity of our impending descent. We were approaching VHF radio coverage and called center and declared an emergency and asked for the equipment to meet us. We continued with the checklist and after determining the engine could attempt to be restarted; proceeded with the engine start in-flight irregular checklist. When we were in range for ACARS reception; which happened very shortly after the engine quit; we communicated our situation with dispatch and the ZZZ1 station. We asked ATC for direct ZZZ1 and for runway 8L and continued in the drift down while attempting 2 unsuccessful engine starts. When we got to our EICAS start envelope speed and altitude; xbleed was displayed over the N2 indicator. As per the checklist; we were successful in restarting the right engine and finished the irregular procedure allowing us to continue to ZZZ where we made a normal 2 engine approach and landing.
