Air carrier X was descending from FL330 to FL240 and entered into conflict with an eastbound jet; air carrier Y; at FL310. The cause of the error was a mistaken clearance to FL240 instead of FL320 and a few missed readbacks.

Title: ZJX CTLR EXPERIENCED OPERROR AT APPROX FL310 WHEN DSNDING ACFT THROUGH OCCUPIED ALT.
Narrative: ACR X WAS DSNDING FROM FL330 TO FL240 AND ENTERED INTO CONFLICT WITH AN EBOUND JET; ACR Y; AT FL310. THE CAUSE OF THE ERROR WAS A MISTAKEN CLRNC TO FL240 INSTEAD OF FL320 AND A FEW MISSED READBACKS.
