Narrative:

The captain called me to advise he was diverting to ZZZ due to destination WX below landing minimums. He had held for a short time and also advised they had changed runways and then had a conflict with another airplane so he used extra fuel. He elected to divert to ZZZ because he said he was not sure he had the fuel to get to ZZZ1. He declared an emergency. He did not have an alternate and when he called dispatch on the radio; he had already committed going to ZZZ. I asked him if he could go to ZZZ1 but he did not respond. I did not have time to change his destination as I did not take the original radio call. He did not have enough fuel for an alternate. He landed in ZZZ.

Narrative: THE CAPT CALLED ME TO ADVISE HE WAS DIVERTING TO ZZZ DUE TO DEST WX BELOW LNDG MINIMUMS. HE HAD HELD FOR A SHORT TIME AND ALSO ADVISED THEY HAD CHANGED RWYS AND THEN HAD A CONFLICT WITH ANOTHER AIRPLANE SO HE USED EXTRA FUEL. HE ELECTED TO DIVERT TO ZZZ BECAUSE HE SAID HE WAS NOT SURE HE HAD THE FUEL TO GET TO ZZZ1. HE DECLARED AN EMER. HE DID NOT HAVE AN ALTERNATE AND WHEN HE CALLED DISPATCH ON THE RADIO; HE HAD ALREADY COMMITTED GOING TO ZZZ. I ASKED HIM IF HE COULD GO TO ZZZ1 BUT HE DID NOT RESPOND. I DID NOT HAVE TIME TO CHANGE HIS DEST AS I DID NOT TAKE THE ORIGINAL RADIO CALL. HE DID NOT HAVE ENOUGH FUEL FOR AN ALTERNATE. HE LANDED IN ZZZ.
