Narrative:

The C90 and ord tower LOA states; in paragraph 6A(3); aircraft unable to comply with ord SID crossing restrs shall be coordinated with the chicago TRACON floor supervisor. The intent of this paragraph is to protect departures off pwk airport from departures off ord airport that are unable to comply with the ord SID altitude restrs. This seems simple enough. You'd be surprised. This is an extremely important safety procedure and it is routinely overlooked by both ordt and C90 management personnel. First; ordt doesn't always call the TRACON for these no SID departures. Second; you never know when the no SID departure will depart. Third; you don't always know the call sign of the no SID departures. And fourth; there are C90 supervisors with less than 2 yrs fpl experience (sad but true); that don't even know who they are supposed to advise of the no SID departure. More often than not; the departure controller is advised and the nsat controller is not. The whole point of paragraph 6A(3) is to advise nsat of all aircraft that will not be able to comply with the ord SID altitude restrs. Solution. 1) add to the C90 and ord tower LOA; paragraph 6A(3): a window of time for the no SID departure to depart of 5-10 mins. The time must be specific as it is with clearance void times. 2) add to the C90 7110.65: a) the floor supervisor/controller in charge/tmc shall write the no SID departure call signs and departure time window; individually on a flight progress strip and give it to both the nsat controller and appropriate departure controller. B) the nsat and appropriate departure controller shall file the no SID departure flight progress strip with all other strips.

SOLUTION. 1) ADD TO THE C90 AND ORD TWR LOA; PARAGRAPH 6A(3): A WINDOW OF TIME FOR THE NO SID DEP TO DEPART OF 5-10 MINS. THE TIME MUST BE SPECIFIC AS IT IS WITH CLRNC VOID TIMES. 2) ADD TO THE C90 7110.65: A) THE FLOOR SUPVR/CIC/TMC SHALL WRITE THE NO SID DEP CALL SIGNS AND DEP TIME WINDOW; INDIVIDUALLY ON A FLT PROGRESS STRIP AND GIVE IT TO BOTH THE NSAT CTLR AND APPROPRIATE DEP CTLR. B) THE NSAT AND APPROPRIATE DEP CTLR SHALL FILE THE NO SID DEP FLT PROGRESS STRIP WITH ALL OTHER STRIPS.
