Narrative:
Controller distraction by an aircraft taxiing toward the runway exit taxiway. When that aircraft stopped; controller crossed aircraft #1 in front of aircraft #2 rolling out on runway. Better scanning of arrival's location before issuing instruction.

Narrative: CTLR DISTR BY AN ACFT TAXIING TOWARD THE RWY EXIT TXWY. WHEN THAT ACFT STOPPED; CTLR CROSSED ACFT #1 IN FRONT OF ACFT #2 ROLLING OUT ON RWY. BETTER SCANNING OF ARR'S LOCATION BEFORE ISSUING INSTRUCTION.
