Narrative:

On nov/mon/06; between the hours of XA00-XI00; FAA management decided to operate this facility with 4 fully certified controllers (fpl). This meant that at times throughout the day there would only be 1 person in the operating quarters of both the ATCT and the TRACON. This practice violates current FAA policy and established practices. Furthermore; this practice does not give the controller's full attention to the runways; txwys; or radar scope. With several different construction projects underway at crw and an increasing amount of air traffic; I believe that this action is not in the best interest of the flying public and/or the ensured safety of the national airspace system.
