Narrative:

Runway construction operations going on at rsw make it a dangerous airport. Vehicles that we do not control are moving all over the airport movement area. Procedures that we are to follow change daily. Sometimes they change several times a day. Controller briefings are no more than a memo for us to read. This incident occurred on the first day of a new operating procedure. A kingair that had been cleared to taxi to runway 23 had to stop when a construction vehicle crossed in front of him. This happened at night and several txwys are unlit.

Title: LCL CTLR AT RSW CLAIMS THAT VEHICLES INVOLVED IN RWY CONSTRUCTION ACTIVITY ARE OPERATING IN ARPT MOVEMENT AREAS WITHOUT ATC KNOWLEDGE OR AUTH. THE RPTR CITES AN EXAMPLE WHERE A VEHICLE PASSED IN CLOSE PROX TO A TAXIING BE350 AT NIGHT.

SOMETIMES THEY CHANGE SEVERAL TIMES A DAY. CTLR BRIEFINGS ARE NO MORE THAN A MEMO FOR US TO READ. THIS INCIDENT OCCURRED ON THE FIRST DAY OF A NEW OPERATING PROC. A KINGAIR THAT HAD BEEN CLRED TO TAXI TO RWY 23 HAD TO STOP WHEN A CONSTRUCTION VEHICLE CROSSED IN FRONT OF HIM. THIS HAPPENED AT NIGHT AND SEVERAL TXWYS ARE UNLIT.
