Narrative:

Since the implementation of the uret tool at ZZZ; there has been an ongoing problem with utm's (unsuccessful xmissions) for certain flight plans. The problem normally appears on sector 30; and sometimes sector 27. The problem (which has been reported repeatedly in the past to the local ZZZ uret coordinator) occurs for no apparent reason. In simple terms; uret displays an indicator when a flight plan is not successfully passed to the next facility along the route of flight. However; we routinely get these indications even when the route of flight never goes through that facility. In sector 30; we have shv approach; GGG approach; and mlu approach. Flts which never go through GGG approach sometimes get a GGG utm. Those which never go through mlu approach sometimes get a mlu utm. And so on. I have even observed a utm to bad tower -- and this flight was never going to or through bad! (Bad is barksdale air force base in shreveport -- not a destination for civilian flts.) again; this problem has been reported in the past and nothing has been done to correct this discrepancy -- which creates additional workload for controllers who must investigate each and every utm.

Title: ZFW CTLR EXPRESSED CONCERN REGARDING USER REQUEST EVAL TOOL (URET); SPECIFICALLY; UNSUCCESSFUL XMISSION (UTM) ANOMALIES.

Narrative: SINCE THE IMPLEMENTATION OF THE URET TOOL AT ZZZ; THERE HAS BEEN AN ONGOING PROB WITH UTM'S (UNSUCCESSFUL XMISSIONS) FOR CERTAIN FLT PLANS. THE PROB NORMALLY APPEARS ON SECTOR 30; AND SOMETIMES SECTOR 27. THE PROB (WHICH HAS BEEN REPORTED REPEATEDLY IN THE PAST TO THE LCL ZZZ URET COORDINATOR) OCCURS FOR NO APPARENT REASON. IN SIMPLE TERMS; URET DISPLAYS AN INDICATOR WHEN A FLT PLAN IS NOT SUCCESSFULLY PASSED TO THE NEXT FACILITY ALONG THE RTE OF FLT. HOWEVER; WE ROUTINELY GET THESE INDICATIONS EVEN WHEN THE RTE OF FLT NEVER GOES THROUGH THAT FACILITY. IN SECTOR 30; WE HAVE SHV APCH; GGG APCH; AND MLU APCH. FLTS WHICH NEVER GO THROUGH GGG APCH SOMETIMES GET A GGG UTM. THOSE WHICH NEVER GO THROUGH MLU APCH SOMETIMES GET A MLU UTM. AND SO ON. I HAVE EVEN OBSERVED A UTM TO BAD TWR -- AND THIS FLT WAS NEVER GOING TO OR THROUGH BAD! (BAD IS BARKSDALE AIR FORCE BASE IN SHREVEPORT -- NOT A DEST FOR CIVILIAN FLTS.) AGAIN; THIS PROB HAS BEEN RPTED IN THE PAST AND NOTHING HAS BEEN DONE TO CORRECT THIS DISCREPANCY -- WHICH CREATES ADDITIONAL WORKLOAD FOR CTLRS WHO MUST INVESTIGATE EACH AND EVERY UTM.
