Narrative:

On oct/tue/06; we filed an IFR cross country from ZZZ to sbp. Conditions was night IMC (1200 ft overcast over sbp). We were cleared for VOR a full approach into sbp. After we passed over the VOR at 4000 ft; we went outbound on the 264 degree for 2 mins; then right turn in the procedure turn outbound; then we turned inbound on the procedure turn to 129 degrees; then; we turned left to intercept the final course; but we were unable to do so; so the controller vectored us around for a straight in VOR a. After we were cleared for the approach the second time; we passed the VOR at 3000 ft then we started descending to the MDA; where we busted the MDA; then we got the airport lights in sight. We circled to land on runway 29. In takeoff; the tower was closed; then we were cleared via santa barbara approach to follow crepe 3 departure to crepe intersection; then to prb VOR. After we took off; it was overcast so we deviated to the left unintentionally. Then we contacted santa barbara approach. They gave us vectors to crepe intersection. Then straight to VOR prb. The approach was mentioning that we took off runway 25 which we did not. We did take off runway 29. Callback conversation with reporter revealed the following information: the reporter stated that he was giving his student partial panel training. After turning inbound; the student was unable to acquire the final approach course and so radar vectors were requested. ATC has interviewed him concerning this approach and the fact that the aircraft descended below the MDA. The FAA has conducted an interview and is requiring the reporter to complete some remedial ground school training. There will be no enforcement action.

AFTER WE WERE CLRED FOR THE APCH THE SECOND TIME; WE PASSED THE VOR AT 3000 FT THEN WE STARTED DSNDING TO THE MDA; WHERE WE BUSTED THE MDA; THEN WE GOT THE ARPT LIGHTS IN SIGHT. WE CIRCLED TO LAND ON RWY 29. IN TKOF; THE TWR WAS CLOSED; THEN WE WERE CLRED VIA SANTA BARBARA APCH TO FOLLOW CREPE 3 DEP TO CREPE INTXN; THEN TO PRB VOR. AFTER WE TOOK OFF; IT WAS OVCST SO WE DEVIATED TO THE L UNINTENTIONALLY. THEN WE CONTACTED SANTA BARBARA APCH. THEY GAVE US VECTORS TO CREPE INTXN. THEN STRAIGHT TO VOR PRB. THE APCH WAS MENTIONING THAT WE TOOK OFF RWY 25 WHICH WE DID NOT. WE DID TAKE OFF RWY 29. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT HE WAS GIVING HIS STUDENT PARTIAL PANEL TRAINING. AFTER TURNING INBOUND; THE STUDENT WAS UNABLE TO ACQUIRE THE FINAL APCH COURSE AND SO RADAR VECTORS WERE REQUESTED. ATC HAS INTERVIEWED HIM CONCERNING THIS APCH AND THE FACT THAT THE ACFT DSNDED BELOW THE MDA. THE FAA HAS CONDUCTED AN INTERVIEW AND IS REQUIRING THE RPTR TO COMPLETE SOME REMEDIAL GND SCHOOL TRAINING. THERE WILL BE NO ENFORCEMENT ACTION.
