Oct/sat/06; during special ATC control from cid for iow. I departed from parking at a after clearance departure contact and 0210 squawk code and tower frequency. Run up at taxiway B then tower contact. Taxied to taxiway C for departure off runway 12 due to wind. Small low wing (navajo?) taxied from taxiway C to taxiway D; paused then back taxied runway 12 and paused without turning to take off. I back taxied runway 7 to taxiway D and waited on runway 7 for aircraft to depart. Then I heard 'tower are you talking to a (aircraft type) he is blocking me' apparently from aircraft on runway 25 at taxiway east ready to depart. I pull off into the grass and 2 aircraft departed from runway 25. The small low aircraft depart from runway 12. I talk to the tower and confirmed my departure and runway and proceeded to pre departure clearance. I was confused with the taxiing and could have been part of a disaster. The difficult situation with ATC in cid controling iow was apparently not clear to me. In retrospect; I had received ok to taxi and apparently should not have entered runway 7/25 without additional instructions.

Title: IOW'S GND TFC IS CTLED BY CID'S GND CTLR. A C150 PLT AT IOW WAS CONFUSED BY THE CID CTLR'S INSTRUCTIONS AND INCURRED IOW RWY 7.
Narrative: OCT/SAT/06; DURING SPECIAL ATC CTL FROM CID FOR IOW. I DEPARTED FROM PARKING AT A AFTER CLRNC DEP CONTACT AND 0210 SQUAWK CODE AND TWR FREQ. RUN UP AT TXWY B THEN TWR CONTACT. TAXIED TO TXWY C FOR DEP OFF RWY 12 DUE TO WIND. SMALL LOW WING (NAVAJO?) TAXIED FROM TXWY C TO TXWY D; PAUSED THEN BACK TAXIED RWY 12 AND PAUSED WITHOUT TURNING TO TAKE OFF. I BACK TAXIED RWY 7 TO TXWY D AND WAITED ON RWY 7 FOR ACFT TO DEPART. THEN I HEARD 'TWR ARE YOU TALKING TO A (ACFT TYPE) HE IS BLOCKING ME' APPARENTLY FROM ACFT ON RWY 25 AT TXWY E READY TO DEPART. I PULL OFF INTO THE GRASS AND 2 ACFT DEPARTED FROM RWY 25. THE SMALL LOW ACFT DEPART FROM RWY 12. I TALK TO THE TWR AND CONFIRMED MY DEP AND RWY AND PROCEEDED TO PDC.
