Narrative:

During an IFR corporate part 91 flight to opf; ZJX assigned the 'deeds one arrival; cypress creek transition into opf.' our airplane was equipped; through computer printout; with the deeds one arrival to opf; as well as the deeds one arrival to mia. While at FL410; I was informed by ATC to descend at pilot's discretion to FL240. This instruction was acknowledged and programmed into the FMS in the aircraft. As the descent was begun; I was instructed to change frequency and contact ZMA. Contact was made with ZMA and acknowledgement was made within 1 minute of the instruction. Direction was given by mia to cross sscot intersection at 10000 feet and 250 knots. This maneuver was impossible as requested for our aircraft; as we remained at FL410 until the flight crew deemed necessary for descent; as per 'pilot's discretion.' I informed ZMA that we were unable to comply with the request; and was immediately turned away from the arrival northbound for resequencing into the mia airspace. I was then reminded by ZMA that the crossing restriction is clearly marked on the deeds one arrival to expect to cross sscot intersection at 10000 feet and 250 KIAS. I differed from ZMA's assessment; and advised the controller that I was not destined for mia; but for opf. It was then determined that there are two charts published by a commercial chart provider for the deeds one arrival: one for mia which includes several crossing restrictions; and one for opf which has no restrictions whatsoever. Since I was not destined for mia; I was not using the deeds one arrival for mia; but for opf; thereby surprised to have to comply with any 'expect' restriction at all; since none are depicted on the arrival for opf. The controller informed me that he was unaware of any such chart or lack of restrictions. I asked for a phone number for the center; so that I could call and discuss this matter with a supervisor; and was accommodated as requested. Upon arrival at opf; I spoke with the ZMA supervisor; who stated to me that he was unaware of the deeds one to opf; and that he had had several instances in which the commercial chart provider had not provided the complete set of charts for the surrounding airports; particularly when sids or stars serve more than one airport with differing restrictions. I faxed the supervisor at ZMA a copy of my current chart of the deeds one arrival for opf; and advised him in writing that I would be filing a NASA safety report upon return to my home base.

DIRECTION WAS GIVEN BY MIA TO CROSS SSCOT INTXN AT 10000 FEET AND 250 KNOTS. THIS MANEUVER WAS IMPOSSIBLE AS REQUESTED FOR OUR AIRCRAFT; AS WE REMAINED AT FL410 UNTIL THE FLIGHT CREW DEEMED NECESSARY FOR DESCENT; AS PER 'PLT'S DISCRETION.' I INFORMED ZMA THAT WE WERE UNABLE TO COMPLY WITH THE REQUEST; AND WAS IMMEDIATELY TURNED AWAY FROM THE ARR NORTHBOUND FOR RESEQUENCING INTO THE MIA AIRSPACE. SINCE I WAS NOT DESTINED FOR MIA; I WAS NOT USING THE DEEDS ONE ARR FOR MIA; BUT FOR OPF; THEREBY SURPRISED TO HAVE TO COMPLY WITH ANY 'EXPECT' RESTRICTION AT ALL; SINCE NONE ARE DEPICTED ON THE ARR FOR OPF. THE CTLR INFORMED ME THAT HE WAS UNAWARE OF ANY SUCH CHART OR LACK OF RESTRICTIONS. I ASKED FOR A PHONE NUMBER FOR THE CTR; SO THAT I COULD CALL AND DISCUSS THIS MATTER WITH A SUPVR; AND WAS ACCOMMODATED AS REQUESTED. UPON ARR AT OPF; I SPOKE WITH THE ZMA SUPVR; WHO STATED TO ME THAT HE WAS UNAWARE OF THE DEEDS ONE TO OPF; AND THAT HE HAD HAD SEVERAL INSTANCES IN WHICH THE COMMERCIAL CHART PROVIDER HAD NOT PROVIDED THE COMPLETE SET OF CHARTS FOR THE SURROUNDING ARPTS; PARTICULARLY WHEN SIDS OR STARS SERVE MORE THAN ONE ARPT WITH DIFFERING RESTRICTIONS. I FAXED THE SUPVR AT ZMA A COPY OF MY CURRENT CHART OF THE DEEDS ONE ARR FOR OPF; AND ADVISED HIM IN WRITING THAT I WOULD BE FILING A NASA SAFETY REPORT UPON RETURN TO MY HOME BASE.
