During diagnostic test flight; during descent through FL330; when both engines move from idle to 56% N1; left (#1) engine flameout; with associated popping noise from engine. (Previous line write-up was similar conditions resulting in popping noise.) maintenance consulted; engine relight accomplished and 2 engine approach and landing accomplished with no further problems.
