The sfo VOR was notamed out of service. Using the alternate procedure for runway 28R; sfo VOR out of service; states: at igwq D1.0 turn to heading 300 degrees. The intent is to turn after the departure end of the runway and the procedure should state: igwq west D1.0 turn to heading 300. As a light weight A320; we were at 700 ft AGL the igwq D1.0 (east of the departure end).callback conversation with reporter revealed the following information: reporter stated that this procedure does not specify at 1 DME west of igwq. However; if a turn to heading 300 degrees is made 1 DME east an aircraft will impact san bruno mountain. Reporter stated this is also the case at several other airports; including las.
