Narrative:

The citation departed owa VFR and checked on requesting an IFR clearance to gfk at FL280. I issued a beacon code. When the aircraft appeared on radar; I issued clearance while the radar associate was coordinating with the sector above. I issued a clearance to gfk via radar vectors heading 280 degrees and climb to 15000 ft. While he read back the clearance; I saw a limited data block on the crj northbound to msp. The citation said he was leaving 10200 ft. I issued a descent to 10000 ft and told them to expedite. The crj was in a descent to 11000 ft. I had the citation report reaching 10000 ft but separation was lost. Before the descent; the citation was climbing at a very rapid rate; at least 5000 FPM. I did issue traffic to the citation but neither aircraft received an RA.

Title: ZMP CTLR HAS OPERROR WHEN CLRS A VFR CITATION ON AN IFR CLRNC THROUGH THE ALT OF A CRJ.

Narrative: THE CITATION DEPARTED OWA VFR AND CHKED ON REQUESTING AN IFR CLRNC TO GFK AT FL280. I ISSUED A BEACON CODE. WHEN THE ACFT APPEARED ON RADAR; I ISSUED CLRNC WHILE THE RADAR ASSOCIATE WAS COORDINATING WITH THE SECTOR ABOVE. I ISSUED A CLRNC TO GFK VIA RADAR VECTORS HDG 280 DEGS AND CLB TO 15000 FT. WHILE HE READ BACK THE CLRNC; I SAW A LIMITED DATA BLOCK ON THE CRJ NBOUND TO MSP. THE CITATION SAID HE WAS LEAVING 10200 FT. I ISSUED A DSCNT TO 10000 FT AND TOLD THEM TO EXPEDITE. THE CRJ WAS IN A DSCNT TO 11000 FT. I HAD THE CITATION RPT REACHING 10000 FT BUT SEPARATION WAS LOST. BEFORE THE DSCNT; THE CITATION WAS CLBING AT A VERY RAPID RATE; AT LEAST 5000 FPM. I DID ISSUE TFC TO THE CITATION BUT NEITHER ACFT RECEIVED AN RA.
