Narrative:

Tul management made an LOA with company. There are no alternatives in this LOA when tul is arriving runway 8 or departing runway 26. This LOA puts the pilots on a 4 1/2 to 5 mi final to runway 8. Tulsa will be in this flow all of oct 2006. We have already told management this is a bad letter. They said when the helicopters are departing make them go another way. We said but inbounds are a problem and unsafe. Earlier this month when runway 18L was closed for maintenance (which happens weekly at our airport) we had a heavy jet on final. Tower is trying to identify the helicopter first. Bad mistake in letter. We tell supervisor this is no good letter. Ok says supervisor before this month over; something bad is going to happen.
