Narrative:

I was working runway 27L at ord. I instructed a B767 to cross wavie at 5000 ft cleared ILS runway 27L. The aircraft was established prior to wavie and shipped to ord tower prior to wavie. The B767 crossed wavie at 4700 ft with a parallel ILS runway 27R directly to the right and below the B767. This problem (unreliable localizer information); has been identified and forwarded to C90 management numerous times. This problem has obviously gone ignored numerous times. I pray a mishap will not have to occur before this equipment is fixed.
