Narrative:

Refer to lou airport diagram. Airport has just finished resurfacing and repainting of runway 14/32 at lou. Upon returning to work today; I noticed the contractors had painted a taxiway line directly across runway 14/32 at the 'hotel' intersection. In addition; there are no lead-in taxi lines painted. Only a single taxiway line directly across runway 14/32. This was pointed out to the regional airport authority/authorized vehicle on ground frequency; who claimed that all markings were 'in accordance with standard FAA airport markings.' to be honest; this may be true; but I've been a cpc at 2 airports; and worked for a year at another major airport; flown into many airports around the USA and have never seen a taxiway line cross a runway. Lead-in lines of course; but never crossing a runway. Given the recent accident at lex; I contacted the FSDO office in lou about the issue. I have not yet heard back from them; and since we're a small airport; I guess I really don't expect to. The controllers here feel that this non-standard taxiway/runway markings will be confusing to the large student pilot population here at lou; and may confuse other users as well. We fear that this non-standard marking could lead to a runway incursion if not corrected. A memo of this issue has been given to the manager and supervisor at lou ATCT; and I have called the FAA's safety hotline as well.

WE FEAR THAT THIS NON-STANDARD MARKING COULD LEAD TO A RWY INCURSION IF NOT CORRECTED. A MEMO OF THIS ISSUE HAS BEEN GIVEN TO THE MGR AND SUPVR AT LOU ATCT; AND I HAVE CALLED THE FAA'S SAFETY HOTLINE AS WELL.
