Narrative:

Flight departed. At positive rate; called for gear up. First officer moved gear handle to up position but hydraulic pump did not engage. Gear stayed down (3 green) and locked. Returned to field and landed safely. When nose gear touched down; hydraulic pump resumed normal operation. We then started taxi to the gate with all system operating normally. We held short of runway 10C for departing traffic and were then cleared to cross and proceed to the gate. Once on taxiway T; hydraulic pump failed and lost nosewheel steering and brakes. Aircraft started drifting right; used differential power to straighten aircraft without success. Shut down engines to stop aircraft. 1 blade of left propeller hit taxi light and aircraft came to a stop in the grass off taxiway T. Propeller blade only damage to aircraft; and no injuries to any passenger reported.
