Narrative:

I was practicing the ILS approach to runway 5 at cgz and had called my position over the abc VOR; over the highway; and at 2 mi from the threshold of runway 5. The other aircraft on downwind had called earlier and said that they were practicing 360 degree turns on downwind. At the time of their call; I had just left the VOR inbound for the approach. I listened carefully for any traffic on downwind that may be calling their base but heard nothing; so assumed the aircraft on downwind was still practicing turns. Just after calling 2 mi out; the cirrus swooped down right over the top of me onto final approach. I immediately turned to the right and broke off the approach; flying to the right of the runway and above the aircraft as there were planes flying back to the VOR from the south. I got on the radio and said 'the aircraft that just landed -- you didn't call your base and you just cut me off on final -- I am doing a missed approach.' the aircraft who cut me off stated 'we made all of our calls -- and besides -- traffic in the pattern has priority over those aircraft landing straight in.' I did not say anything and then 2 mins later the pilot stated 'I am an FAA designated examiner on a check ride and you are out of line talking to me like that.' in anger; I stated 'I am a CFI and I called a 2 mi final and the next thing I know you cut in front of me.' I then told him that I was above him and to the right and I would be departing to the north which would have me flying over him about 300-400 ft. I had contact with him while I crossed over the top and I thought that was that. 3 mins later the designated examiner in the aircraft is asking other pilots if they got my tail number as I tried to cut him off in the air (as I was departing north). He said something about crazy pilots which I take offense to; so I got back on the radio and said 'sir; I did not cut you off -- I was at least 300 ft above you and climbing and had contact.' I stated the fact that I was departing to the north. He went off on something else and I stated 'sir; I do not want to argue; I am just trying to fly safe.' his comment was 'it sure doesn't seem like it to me.' as I thought about this later; I realized how dumb we both were. I chastised him for not calling base (which he did not) and he was probably with a student and it was embarrassing for another pilot to call him down on his mistake. He then would not let the situation go which led to tying up the radio in short arguments. My initial contact with him was to let him know what happened -- that we almost had a midair collision and it just went from there. This experience has taught to me 2 things: the first is that when you are flying a practice approach in uncontrolled airspace; it isn't enough just to listen to people in the pattern -- I will be asking if there is any traffic out there. If I would have said 'casa grande traffic; bonanza xxxxx on 2 mi final for runway 5; anybody in the pattern please advise;' I would have got a call saying 'yeah; we are on base.'

Title: A BE33 PLT RPTS HIS REACTION TO A VFR TFC PATTERN NEAR MISS WITH CIRRUS.

Narrative: I WAS PRACTICING THE ILS APCH TO RWY 5 AT CGZ AND HAD CALLED MY POS OVER THE ABC VOR; OVER THE HWY; AND AT 2 MI FROM THE THRESHOLD OF RWY 5. THE OTHER ACFT ON DOWNWIND HAD CALLED EARLIER AND SAID THAT THEY WERE PRACTICING 360 DEG TURNS ON DOWNWIND. AT THE TIME OF THEIR CALL; I HAD JUST LEFT THE VOR INBOUND FOR THE APCH. I LISTENED CAREFULLY FOR ANY TFC ON DOWNWIND THAT MAY BE CALLING THEIR BASE BUT HEARD NOTHING; SO ASSUMED THE ACFT ON DOWNWIND WAS STILL PRACTICING TURNS. JUST AFTER CALLING 2 MI OUT; THE CIRRUS SWOOPED DOWN RIGHT OVER THE TOP OF ME ONTO FINAL APCH. I IMMEDIATELY TURNED TO THE R AND BROKE OFF THE APCH; FLYING TO THE R OF THE RWY AND ABOVE THE ACFT AS THERE WERE PLANES FLYING BACK TO THE VOR FROM THE S. I GOT ON THE RADIO AND SAID 'THE ACFT THAT JUST LANDED -- YOU DIDN'T CALL YOUR BASE AND YOU JUST CUT ME OFF ON FINAL -- I AM DOING A MISSED APCH.' THE ACFT WHO CUT ME OFF STATED 'WE MADE ALL OF OUR CALLS -- AND BESIDES -- TFC IN THE PATTERN HAS PRIORITY OVER THOSE ACFT LNDG STRAIGHT IN.' I DID NOT SAY ANYTHING AND THEN 2 MINS LATER THE PLT STATED 'I AM AN FAA DESIGNATED EXAMINER ON A CHK RIDE AND YOU ARE OUT OF LINE TALKING TO ME LIKE THAT.' IN ANGER; I STATED 'I AM A CFI AND I CALLED A 2 MI FINAL AND THE NEXT THING I KNOW YOU CUT IN FRONT OF ME.' I THEN TOLD HIM THAT I WAS ABOVE HIM AND TO THE R AND I WOULD BE DEPARTING TO THE N WHICH WOULD HAVE ME FLYING OVER HIM ABOUT 300-400 FT. I HAD CONTACT WITH HIM WHILE I CROSSED OVER THE TOP AND I THOUGHT THAT WAS THAT. 3 MINS LATER THE DESIGNATED EXAMINER IN THE ACFT IS ASKING OTHER PLTS IF THEY GOT MY TAIL NUMBER AS I TRIED TO CUT HIM OFF IN THE AIR (AS I WAS DEPARTING N). HE SAID SOMETHING ABOUT CRAZY PLTS WHICH I TAKE OFFENSE TO; SO I GOT BACK ON THE RADIO AND SAID 'SIR; I DID NOT CUT YOU OFF -- I WAS AT LEAST 300 FT ABOVE YOU AND CLBING AND HAD CONTACT.' I STATED THE FACT THAT I WAS DEPARTING TO THE N. HE WENT OFF ON SOMETHING ELSE AND I STATED 'SIR; I DO NOT WANT TO ARGUE; I AM JUST TRYING TO FLY SAFE.' HIS COMMENT WAS 'IT SURE DOESN'T SEEM LIKE IT TO ME.' AS I THOUGHT ABOUT THIS LATER; I REALIZED HOW DUMB WE BOTH WERE. I CHASTISED HIM FOR NOT CALLING BASE (WHICH HE DID NOT) AND HE WAS PROBABLY WITH A STUDENT AND IT WAS EMBARRASSING FOR ANOTHER PLT TO CALL HIM DOWN ON HIS MISTAKE. HE THEN WOULD NOT LET THE SITUATION GO WHICH LED TO TYING UP THE RADIO IN SHORT ARGUMENTS. MY INITIAL CONTACT WITH HIM WAS TO LET HIM KNOW WHAT HAPPENED -- THAT WE ALMOST HAD A MIDAIR COLLISION AND IT JUST WENT FROM THERE. THIS EXPERIENCE HAS TAUGHT TO ME 2 THINGS: THE FIRST IS THAT WHEN YOU ARE FLYING A PRACTICE APCH IN UNCTLED AIRSPACE; IT ISN'T ENOUGH JUST TO LISTEN TO PEOPLE IN THE PATTERN -- I WILL BE ASKING IF THERE IS ANY TFC OUT THERE. IF I WOULD HAVE SAID 'CASA GRANDE TFC; BONANZA XXXXX ON 2 MI FINAL FOR RWY 5; ANYBODY IN THE PATTERN PLEASE ADVISE;' I WOULD HAVE GOT A CALL SAYING 'YEAH; WE ARE ON BASE.'
