Narrative:

While taxiing on the non movement area to our hangar; I had to taxi significantly off the centerline of the taxi lane to avoid air carrier freight containers that were left adjacent to and right up to the taxi lane. I had 1-2 ft wingtip clearance to avoid hitting these objects. This has been an ongoing problem at the fsd airport and I have contacted the airport manager several times in writing and by phone since feb/06. The taxi lanes to the hangar and the taxi lanes on the ramp are not in compliance with advisory circular 150/5300-13 table 2-3. On the main GA ramp; the object free line is painted at 25 ft from the taxi lane centerline. I have also gone before the airport board and they have deferred to the airport manager. The airport manager states that the long term goal is to move air carrier in more than a year. This is a very unsafe condition as I have had problems with this 15 of the 22 times I have taxied in or out this month. Callback conversation with reporter revealed the following information: reporter stated the air carrier also parks tractor trailers on and adjacent to the taxiway to be unloaded while the tractors are out doing other tasks. The bismarck ado is scheduled to inspect the ramp very soon. Additionally; the ramp is to be widened and re-striped very soon.

Title: AN FSD BASED BE58 PLT RPTS AN AIR FREIGHT CARRIER'S CARGO CONTAINERS AND TRACTOR TRAILERS ARE PARKED ADJACENT TO A TXWY RESTRICTING ITS WIDTH.

Narrative: WHILE TAXIING ON THE NON MOVEMENT AREA TO OUR HANGAR; I HAD TO TAXI SIGNIFICANTLY OFF THE CTRLINE OF THE TAXI LANE TO AVOID ACR FREIGHT CONTAINERS THAT WERE LEFT ADJACENT TO AND RIGHT UP TO THE TAXI LANE. I HAD 1-2 FT WINGTIP CLRNC TO AVOID HITTING THESE OBJECTS. THIS HAS BEEN AN ONGOING PROB AT THE FSD ARPT AND I HAVE CONTACTED THE ARPT MGR SEVERAL TIMES IN WRITING AND BY PHONE SINCE FEB/06. THE TAXI LANES TO THE HANGAR AND THE TAXI LANES ON THE RAMP ARE NOT IN COMPLIANCE WITH ADVISORY CIRCULAR 150/5300-13 TABLE 2-3. ON THE MAIN GA RAMP; THE OBJECT FREE LINE IS PAINTED AT 25 FT FROM THE TAXI LANE CTRLINE. I HAVE ALSO GONE BEFORE THE ARPT BOARD AND THEY HAVE DEFERRED TO THE ARPT MGR. THE ARPT MGR STATES THAT THE LONG TERM GOAL IS TO MOVE ACR IN MORE THAN A YEAR. THIS IS A VERY UNSAFE CONDITION AS I HAVE HAD PROBS WITH THIS 15 OF THE 22 TIMES I HAVE TAXIED IN OR OUT THIS MONTH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE ACR ALSO PARKS TRACTOR TRAILERS ON AND ADJACENT TO THE TXWY TO BE UNLOADED WHILE THE TRACTORS ARE OUT DOING OTHER TASKS. THE BISMARCK ADO IS SCHEDULED TO INSPECT THE RAMP VERY SOON. ADDITIONALLY; THE RAMP IS TO BE WIDENED AND RE-STRIPED VERY SOON.
