Narrative:

SR22 was just north of the elmira VOR (ulw) when he asked for and received an IFR reroute. New routing -- direct ekn V37 psk V45 gso landing gso. Approximately 15 mi southwest of the elmira VOR; SR22 was manually handed off to ZOB; bradford sector. I was unable to handoff the aircraft with ARTS. Control was given to cleveland for whatever he needed. Approximately 15 mi later SR22 entered ZNY sector 91's area at 6000 ft MSL; before a pointout was given to new york by me. When the pointout was given to new york; the controller approved it. He also stated that SR22 was flashing in handoff status. The handoff must have been originated by ZOB; bradford sector. I could not make an ARTS handoff on this aircraft. Other traffic that had to be taken care of took my attention away from this situation. I should have made sure of SR22's on course heading; to assure my handoff and at least my pointout were timely and correct.

Narrative: SR22 WAS JUST N OF THE ELMIRA VOR (ULW) WHEN HE ASKED FOR AND RECEIVED AN IFR REROUTE. NEW ROUTING -- DIRECT EKN V37 PSK V45 GSO LNDG GSO. APPROX 15 MI SW OF THE ELMIRA VOR; SR22 WAS MANUALLY HANDED OFF TO ZOB; BRADFORD SECTOR. I WAS UNABLE TO HDOF THE ACFT WITH ARTS. CTL WAS GIVEN TO CLEVELAND FOR WHATEVER HE NEEDED. APPROX 15 MI LATER SR22 ENTERED ZNY SECTOR 91'S AREA AT 6000 FT MSL; BEFORE A POINTOUT WAS GIVEN TO NEW YORK BY ME. WHEN THE POINTOUT WAS GIVEN TO NEW YORK; THE CTLR APPROVED IT. HE ALSO STATED THAT SR22 WAS FLASHING IN HDOF STATUS. THE HDOF MUST HAVE BEEN ORIGINATED BY ZOB; BRADFORD SECTOR. I COULD NOT MAKE AN ARTS HDOF ON THIS ACFT. OTHER TFC THAT HAD TO BE TAKEN CARE OF TOOK MY ATTN AWAY FROM THIS SIT. I SHOULD HAVE MADE SURE OF SR22'S ON COURSE HDG; TO ASSURE MY HDOF AND AT LEAST MY POINTOUT WERE TIMELY AND CORRECT.
