Narrative:
I cleared A320 for takeoff runway 7L. My ground controller and assist alerted me to an rj taxiing towards the runway; past the hold bar at midfield. I aborted the takeoff clearance for the A320 and he returned to the ramp.

Title: PHX TWR CTLR DESCRIBED INCIDENT WHEN ACFT CROSSED RWY HOLD LINES REQUIRING CTLR INITIATED TKOF ABORT.
Narrative: I CLRED A320 FOR TKOF RWY 7L. MY GND CTLR AND ASSIST ALERTED ME TO AN RJ TAXIING TOWARDS THE RWY; PAST THE HOLD BAR AT MIDFIELD. I ABORTED THE TKOF CLRNC FOR THE A320 AND HE RETURNED TO THE RAMP.
