Narrative:

Aircraft X was inbound to smo. At approximately XA40 I took a pointout on aircraft X inbound to smo on an approach. Sct lax arrival sector was working the aircraft. At approximately XA50 I received a call from smo tower advising me that aircraft X was going around - the smo controller sent him around because the runway was notamed closed. I notified my supervisor who approached the operations manager's desk area. The supervisor approached my sector and handed me an 8 1/2 X 11 inch sheet of paper that had the closure NOTAM information. This information was not disseminated to the areas; it was not noted on the 'sia' board. The controllers at sct had no knowledge that the NOTAM and runway closure were in effect. Supplemental information from acn 706363: a tower controller was in the cabin attendant early and told the aircraft X the runway was closed. Only through the lack of a controller being in the tower early was a potentially disastrous situation saved. Supplemental information from acn 706813: I checked WX/NOTAMS twice. I saw a NOTAM for the runway closure at smo but I missed the time. We were cleared for the VOR approach at smo. About 3/4 mi from the runway we made a call on CTAF and an unidented aircraft said he thought the runway was closed. We thought he was referring to noise restrs to departure and at about 200 ft AGL someone; whom I believe to be a tower controller; told us to make a missed approach. I take complete responsibility for misreading the NOTAM; but in retrospect; controllers cleared the aircraft for approach when the approach was notamed north/a. Shouldn't ATC know about NOTAMS and not clear aircraft for approachs contrary to NOTAMS?

I SAW A NOTAM FOR THE RWY CLOSURE AT SMO BUT I MISSED THE TIME. WE WERE CLRED FOR THE VOR APCH AT SMO. ABOUT 3/4 MI FROM THE RWY WE MADE A CALL ON CTAF AND AN UNIDENTED ACFT SAID HE THOUGHT THE RWY WAS CLOSED. WE THOUGHT HE WAS REFERRING TO NOISE RESTRS TO DEP AND AT ABOUT 200 FT AGL SOMEONE; WHOM I BELIEVE TO BE A TWR CTLR; TOLD US TO MAKE A MISSED APCH. I TAKE COMPLETE RESPONSIBILITY FOR MISREADING THE NOTAM; BUT IN RETROSPECT; CTLRS CLRED THE ACFT FOR APCH WHEN THE APCH WAS NOTAMED N/A. SHOULDN'T ATC KNOW ABOUT NOTAMS AND NOT CLR ACFT FOR APCHS CONTRARY TO NOTAMS?
