Narrative:

Nose landing gear failed to retract on departure from ZZZ. QRH consulted; but due to previous write-up concerning tug to nose gear contact and a later write-up for a broken spray deflector; the decision was made to not cycle the gear; but to leave it down and safe. An emergency was declared for our overweight condition and a normal landing followed.
